OFCOM REVEALS MOST COMPLAINED-ABOUT TV MOMENTS OF 2025

Ofcom has published its list of the most complained-about television moments of 2025, highlighting which programmes sparked the strongest reactions from viewers this year. According to the UK’s communications regulator, complaints range from concerns about offensive content, bullying, and language, to wardrobe choices and controversial segments.
This year, ITV shows dominated the list, with seven of the top ten complaints coming from the network. Notably, Love Island took the top three spots, raising concerns over alleged bullying and the treatment of contestant Shakira Khan.
Leading the charge was the July 24 Love Island episode, which received 3,547 complaints. Viewers cited allegations of bullying towards Shakira as the primary reason for contacting Ofcom. The intensity of the response underscores the growing scrutiny of reality TV, particularly regarding how contestants are treated both on and off camera.
In second place, the July 22 episode of Love Island received 2,509 complaints, with viewers concerned not only about the alleged bullying but also the return of dumped islander Megan Forte Clarke, which reportedly created tension among contestants. The July 23 episode rounded out the Love Island trio in third place with 2,002 complaints, again linked to the same issues involving Shakira and ongoing interpersonal conflicts within the villa.
Other shows also featured prominently on the Ofcom list. Channel 5’s Vanessa Feltz show made fourth place with the June 10 episode, attracting 1,866 complaints over unspecified controversial content. Meanwhile, GB News’ Headliners from January 22 came in fifth with 1,391 complaints, highlighting the increasing public sensitivity to news coverage and commentary.

Sky News’ Today with Samantha Washington on June 7 received 1,302 complaints, placing sixth, while Love Island’s July 25 episode was seventh on the list, again concerning the alleged bullying of Shakira and the interactions of Blu Chegini with fellow contestant Toni Laites.
Reality TV made another appearance in ninth place, with the April 9 episode of Celebrity Big Brother drawing 1,008 complaints over comments by Mickey Rourke directed at co-star Jojo Siwa. The programme, known for its live airing of dramatic interactions, has repeatedly faced scrutiny over contestant behaviour.
Rounding out the top ten was the BRIT Awards on March 1, with 938 complaints. Viewers objected to Sabrina Carpenter’s opening dance routine and Charli XCX’s outfit, highlighting how even music and award shows can attract viewer criticism for content deemed inappropriate or provocative.
Ofcom collects complaints from viewers across the UK when they feel that content is harmful, offensive, or in breach of broadcasting regulations. While the number of complaints doesn’t automatically indicate wrongdoing, it provides insight into which programmes sparked the strongest public reactions.
The 2025 list underscores how reality TV and live broadcasts continue to generate high levels of viewer engagement and scrutiny. Shows like Love Island, which combine unscripted drama with interpersonal conflict, are particularly prone to complaints, as viewers express concerns over bullying, consent, and the mental well-being of contestants.
As Ofcom continues to monitor and respond to complaints, broadcasters are under increasing pressure to balance entertainment with responsibility, particularly when young audiences are involved.
